Why doesn't my hair grow longer?

I have curly hair. I cut myself "bangs" (completely to my scalp) when I was 4 and even 9 years later that hair is only 8 inches long. hair is supposed to grow 1/2 in. per month. My friend cut her hair to her shoulders a year ago and now it is past her chest. Mine is at the bottom of my rib cage when it is straight, but it should be longer WHY ME!!!

Genes also enter in. Some people have great hair genes! Some don't.
