Why do some men grow hair on their chest and legs?

Why do some men grow hair on their chest and legs, while others don't? Or is it just an illusion? I doubt that it is genetic or unchangeable, because I have seen men from the same race or tribe having hair on their chest and legs while other men from the same race or tribe don't.
